California Becomes the First State to Ban Cosmetics Testing on Animals

These days, we’re becoming more and more conscious about the ethical practices of the companies we’re shopping — namely animal testing in the beauty industry. However, California just passed landmark legislation that will help eliminate those harmful practices that, until now, was legal in all 50 states.

The California Cruelty-Free Cosmetics Act bans the statewide sale of animal-tested products by 2020. The bill, introduced in February by California Senator Cathleen Galgiani, was given a unanimous vote on Friday, August 31. If Governor Jerry Brown moves forward with it, it will be illegal to “sell any cosmetic in California if the final product or any component of the product was knowingly tested on animals after January 1, 2020,” making it much easier for shoppers to purchase cruelty-free products statewide.

Plenty of mainstream beauty brands and retailers, including The Body Shop, Too Faced, and Lush Cosmetics, have spoken out against animal testing, but the industry still has so far to go, as evident by the 30+ popular beauty brands that still test. According to PETA, some of these brands try to get around the matter by not testing in the US, but paying overseas companies in China to do their dirty work. The bottom line: Animal-testing is still alarmingly common and this bill sets out to change that.

Now, if only the legislation can inspire other states to follow suit. Judie Mancuso, founder and president of Social Compassion in Legislation, a group that that sponsors landmark legislation in animal rights cases, said in a statement that when the European Union banned cosmetic testing on animals nearly a decade ago, “the sky didn’t fall.” She added, “The California Cruelty-Free Cosmetics Act would save thousands of animals’ lives each year while making cosmetics safer for humans. … Animals have been saved while companies have flourished and grown without cruelty as part of their business model.”

The 8 outdated makeup trends you need to stop ASAP!

1. Full Coverage Foundation

There was a time where wearing full-coverage foundation was all the rage. From drugstore to high-end brands, it seems like they were consistently shoved in consumers’ faces to help us achieve a ‘full beat’ without sitting in a makeup artist’s chair. Also, those of us with dark spots or hyperpigmentation may have relied on them when we were in the thick of our skincare woes.

But these days, wearing too much foundation isn’t as popular as natural and skincare makeup are prioritized. If anything, more people are interested in wearing light-to-medium coverage foundation, skin tints, or tinted moisturizers.

2. Too Much Concealer

It wasn’t until I watched this video by makeup artist Katie Jane Hughes that I realized some of us have been too heavy-handed with our concealers. There’s no reason we should be slapping products under the thinnest parts of our face, but we didn’t know any better!

Now that you know you can still get the desired effect with a minimal amount of concealer, don’t revert back to painting your under eyes!

3. 'Baking' Your Setting Powder

Before you throw away your setting powders, step away from your makeup drawer and have a sit-down chat with me. There isn’t anything wrong with applying them to your face to help ‘set’ your foundation and concealer. However, spending over 10 minutes ‘baking’ your powder (AKA letting it sit untouched) doesn’t work for everyone.

It can lead to creased makeup which can derail your look, plus it’s a pain to correct when you’re halfway through your routine!

4. Overlining Lips

I love a good lip liner, especially if it mirrors my favorite ‘90s makeup look. But, there’s such a thing as overdoing it. The key to lining your lips is following the natural flow of them. Going out of your way to draw above and under your lips’ lines comes off as comical and exaggerated. If anything, use a lip plumping gloss to help your lips look fuller.

5. Overtweezing Your Eyebrows

I don’t even have the words for this outdated makeup look besides wanting to say “no” 20 times in a row. But, I’ll bite and say why this shouldn’t be on your 2025 beauty moodboard.

Some people naturally have thinner eyebrows which is A-okay! However, purposely tweezing your eyebrows to smithereens is cringey. If you truly want to wear this look, here’s what you can do instead of tweezing:

  • Create a faux bleached look by applying a skin tone colored setting powder all over your brows.
  • Once they’ve ‘disappeared,’ take an eyebrow pencil or eyeliner to draw a thin line over them.

I’m…wondering what the ramifications of telling you how to do this will be, but only use go for this look if it’s a part of a themed party…like Halloween.

6. Exaggerated Highlighter On Cheeks

The shimmery look is in since it’s winter, but please don’t make it look like you dipped your cheeks into a vat of glitter. You can lightly dust highlighter onto your cheeks for a more natural glow that flows with the rest of your look. Otherwise you’ll look like a walking disco ball which could be the opposite of what you were going for.

7. Heavy Contour Or Bronzer

I know the ‘sculpted’ look is popular, but too much contour or bronzer can overpower the rest of your makeup and face. While it’s not impossible to fix if you do it by mistake, using the wrong shade of contour or bronzer may still peep through no matter how much you try to buff it out.

When in doubt, be gentle with your contour or bronzer application!

8. Incredibly Matte Makeup

Matte makeup that didn’t budge was the ‘It Girl’ look for oily and combination skin girls! We thought it was the answer to our skin’s incessant need to hydrate our faces instead of actually using skincare products that focused on combatting that issue (psst…Vitamin C serums help!).

But now’s the time to break up with this look for good for one reason: dewy skin looks healthier.

As much as I love celebrity couples, I love celebrity sibling relationships even more. And Elle and Dakota Fanning are two sisters I've grown up watching since I first saw Dreamer in 2005. Considering Elle Fanning is only five months older than me, and I have a sister of my own, this is one relationship that feels particularly familiar. And while Elle has also watched Dakota Fanning act since we were kids, Dakota just revealed seeing Elle onscreen is just as special for her.

Here's why Dakota & Elle Fanning get emotional seeing each other onscreen.

Elle remembers "sobbing" during one particularly emotional Dakota Fanning movie.

“When Elle’s in anything, it makes me feel it deeper,” Dakota Fanning said at TheWrap’s Power Women Summit on December 3. “She never can fully disappear into a character totally for me as her sister. She obviously does an amazing job, but I’m always gonna see my little sister a little bit.”

And Elle is just as touched by Dakota's roles, and remembers "uncontrollably sobbing" after seeing Now Is Good, a movie where Dakota's character was dying of cancer. “Because it was my sister, I had a real traumatic reaction after that premiere and the screening,” Elle says. “Obviously the acting, but it was something felt on a deeper level.”

“I’m doing this job, I’m an actor because my sister started before me and I watched her,” Elle continues. “I wanted to do exactly what my big sister wanted to do.”

And their movies have also made an impact on everyone who watches them.

When Brit + Co caught up with Dakota Fanning at the world premiere of The Watchers, I had to ask about one of her most iconic movies: Uptown Girls. "I love it," she says of TikTok memes and edits giving the movie new life. "It's nostalgic for people who are kind of around my age, who grew up watching that movie, I think it's like a comfort movie for people. And so I love that people are still revisiting it and loving it. And maybe now that everyone's older [they're] understanding different things about it."

Dakota starred opposite Brittany Murphy, who also had roles in movies like Clueless, 8 Mile, and Girl, Interrupted. Brittany passed away in 2009 when Dakota was 15. "I loved Brittany so much and I still miss her," she says. "So anytime that she has, you know, a moment where people think about her is also nice."
